Japan Economising. A Reuter's message states that General Marquis Katsura, the new Prime Minister of Japan, has, in an address to the Bankers’ Club, outlined Japan's policy as one of rigid economy. This policy was now fixed, Marquis’ Katsura declared, and would place the World’s hope of peace on a surer foundation.
