M. ARMAND FALLIERES, who was elected by 449 votes against M. Doumer's 371 to the Presidency of the French Republic, in succession to M. Loubet. M. Fallieres comes from the people. His grandfather was the “village blacksmith" of Mezin (Lot-et-Garonne); his father was a justice's clerk, sharp as a needle. Armand studied at Bordeaux, Paris and Toulouse, and at the age of twenty was called to the Bar. He became deputy in 1876; in 1890 he went to the Senate. On March 3, 1899, he was appointed President of that assembly in succession to M. Loubet. He never smokes, is not a theatre-goer, and goes to bed early.
