GOVERNMENT’S PROPOSALS (By Telegrapb—Press Association) WELLINGTON, Saturday Immediate legislation to replace the National Service Department with a National Employment Service was announced by the Minister of Industrial Manpower, Mr McLagan, last night. All the present facilities of the National Service Department, including its Servicemen’s Placement Division, it was stated, would be available to employers seeking labour. The Minister said that the principal function of the new service would be to give effect to the Government’s policy of full employment by co-operation with employers and .employees. It would aim to anticipate and to plan to meet labour requirements or retrenchments, to asist in any decentralisation of industry which might be necessary, and to afford special facilities for the placement of disabled persons. The National Employment Service also would develop a special higher appointments service to work in cooperation on the one hand with technical colleges, universities, Government training schemes, etc., and on the other hand with employers requiring specially-trained or professional or supervisory staff. The new organisation also would provide a general employment service, and with this would be coupled special service to assist persons becoming incapacitated for their normal work or otherwise requiring retraining or to be put in touch with established vocational guidance centres.
