AMERICAN CONTROVERSY (Received Jan. 15, 11 a.m.X WASHINGTON, Jan. 14 The Elections Committee of the House of Representatives rejected by seven votes to five all the proposals for a uniform Federal ballot for members of the armed services. The committee adopted modified measures leaving the soldier vote problem*to the States. Three Democrats and four Republicans combined to defeat the Federal ballot proposals, while five Democrats supported the Federal ballot. The chairman, Mr Worley, announced his intention of carrying the fight for a Federal ballot to the floor of the House. He said the committee’s action means that a majority of 11,000,000 members of the armed forces will not vote at the next election. “This action will injure their morale more effectively than enemy bullets, bombs and propaganda,’’ he said. He added that both the Army and the Navy told, the committee it was impossible to get State ballots to any appretujVjle number of soldiers overseas under the 48 different States’ systems.
