COMMUNISTS IN CHINA (Received Sept. 28, 1 p.m.) CHUNGKING, Sept. 27 Strained relations between Chinese Communists and Marshal Chiang Kai-shek’s Nationalist Party flared openly today, says the American Press, when a People’s Political Council resolution accused the Communists of a disobedient attitude and subversive activities. The Council’s resolution expressed great regret and displeasure at the Communists’ hostile attitude and urged their abandonment of the Communist movement and the incorporation of the Red Army into the National Army.
