Born in Scotland of artisan parents, he came to New Zealand in 1910, where he was at first employed as a

labourer and waterside worker. Later he became editor of the Maoriland Worker and secretary of the New Zealand Labour Party. He was elected deputy-leader of the party in 1933. When Labour swept the polls in 1935 Mr Fraser was gi”en the portfolios of Education and Health.
