Copyright) WASHINGTON, March 8 The United States Under-Secre-tary of State, Mr Sumner Welles, told journalists that the United States did not desire to transform the Pacific into an American lake. Rather, it should make it a peaceful lake, equally safe for all Powers. American policy was to assure complete security after the war. Mr Welles added that Japan’s unconditional surrender and complete disarmament should make the Pacific safe.
