Tel. cociri»n:> NEW YORK, April 18 In view of the tension between America and Vichy, says the Washington correspondent of the New York Herald-Tribune, the White House has made preparations to take whatever action may be necessary regarding French possessions in the Western Hemisphere, including Martinique. The British and American naval authorities, adds the correspondent, have completed detailed plans for dealing with the French Fleet if it is surrendered to the Nazis. The Tass news agency says it is reported from Geneva that a Franco-German agreement, under which three French battleships and other warships are placed under German naval control, became operative on April 14. The agreement also provides for the establishment of German military control over the most important bases in the unoccupied zone of France, also in French North-West Africa. The Associated Press says a high Government source indicated that a break could not be averted.
