SUBMARINES IN CARIBBEAN

WASHINGTON, Feb. 25
Mr Sumner Welles denied reports that German submarines in the Caribbean Sea are using the French islands of Martinique as an operating base. The United States maintained official observers at Martinique as well as in the naval base nearby, and United States air and naval patrols operated throughout the region, he added.
