NO DECLARATION OF WAR (United press Assn.—Elec. Tel. Copyright) (Received Dec. 11, 3.15 p.m.) LONDON, Dec. 10 Answering a question in the House of Commons the Under-Secretary of Foreign Affairs, said the reasons why Britain had declared war on Finland, Hungary and Rumania did not apply to Bulgaria, nor was she taking part in hostilities against Russia.
