Copyright) HELSINKI, Dec. 7 The President of Finland, Dr. Ryti, in a speech to mark the Finnish independence day, announced the reincorporation of Eastern Karelia which was lost under the RussianFinnish Peace Treaty. “The present war is nothing more than a civil war within the sphere cl European culture,” he said: “The East forced us into this war. Finland’s strategical aims are now realised. It is impossible to understand how Britain, who proclaimed she was fighting on behalf of the small nations, can regard the Soviet Union despot as champion of liberty and commit herself to an alliance with her.” The Emperor of Japan cabled his congratulations to Dr. Ryti on the anniversary of Finnish independence. The Norwegian Government in London has broken off diplomatic relations with Finland.
