The United States had assured him of its respect for Portuguese sovereignty. The statement was a sequel to Senator Claude Pepper’s advocacy of American occupation of the Azores and Cape Verde Islands before the Germans land. A Portuguese communique reveals that reinforcements have been sent to the Portugues garrisons at these islands.
