HOUSE REJECTS AMENDMENT MARTINIQUE REPRESENTATION RESIGNATION OF MINISTER (United Press Assn.—Elec. Tel. Mr Sumner Welles announced that a United States naval officer would be attached to the United States Consulate in Martinique. This action is believed to have been suggested by Admiral Greenslade, who has returned from an inspection trip, including Martinique. Mr H. Wallace, Secretary of Agriculture, submitted his resignation to the President for acceptance at Mr Roosevelt’s discretion when the election campaign opens. Colonel Knox announced that three naval reserve air bases will be established immediately, and the facilities at thirteen others will be expanded to handle the training of 1600 reserve aviators monthly.
