Copyright) (Received August 7, 3.15 p.m.) MANILA, August 6 A bill investing the President, Dr. Manuel Quezon, with extraordinary powers passed its second reading in the National Assembly. This is considered tantamount to final action. On July 15 the President of the Philippines, Dr. Manuel Quezon, in a message to the National Assembly, sought sweeping special powers, including authority to control food resources and to require citizens to render personal civil service; also to prevent strikes and unwholesome social agitation, and to commandeer ships.
