NO EFFECT ON NEGOTIATIONS (Official Wireless) (Received July 17, 3.15 p.m.) RUGBY, July 16 It is learned in London that it is not expected that the resignation of the Japanese Government will have a great effect upon the Anglo-Japanese negotiations. It is learned in London that the British Government reserves the right to resume normal traffic on the : Burma road at the end of three months if efforts to secure a wider ; settlement of the Far Eastern issues ; have in the meantime failed.
