GERMANY WARNS NEUTRALS (United Press Assn.—Elec. Tel. Copyright) THE HAGUE, Feb. 29 It is officially stated that Germany has warned neutrals not to accept British navicerts. The statement added that Britain is attempting by navicerts to involve neutral States in war. If they accepted the system Germany would be faced with a new situation, in which it would act energetically. Neutrals accepting navicerts will “obtain no alibi in German eyes. On the contrary, they will be most suspect.’*
