JAPANESE REACH LIMIT
CANNOT HOLD TERRITORY FOREIGN SOURCES' OPINION (United Press Assn.—Elec. Tel. Copyright) (Received Feb. 16, 11.35 a.m.) LONDON, Feb. 15 The Shanghai correspondent of the American Press states that foreign military sources regard the Japanese suggestion to Marshal Kai-Shek as an unmistakable sign that Japan has reached the limit of her ability to win and hold Chinese territory and is incapable of striking an effective blow at Chinese resistance. It is believed that the Japanese are willing to deal with Marshal Chiang Kai-Shek if a face-saving formula can be found.
