PLACING OF PAMPHLETS WARNING TO OFFENDERS The practice of placing publicity pamphlets in the windscreen wipers of motor vehicles, while they are parked in the main street, was commented upon today by the Chief Traffic Inspector of the Hamilton Borough Council, Mr W. E. Nicholson, who said that the practice was against the borough by-laws. Damage had been caused in some instances, said Mr Nicholson, by persons wedging in advertising matter between the windscreen wiper and the windscreen itself. Apart 'from the damage, the pamphlets and other matter usually found their way onto the pavements, and borough workman had complained of the nuisance. Mr Nicholson said that if the practice did not cease action would be taken against the persons responsible.
