Feb. 12 The British blockade, and the blow it has dealt to Germany’s foreign trade, says the Berlin correspondent of the New York Times, constitute the fundamental reason for the increasingly acute .shortage of supplies in Germany. The war rations are sufficient to avert starvation, but the shortage of almost all the common necessities of life is growing rapidly. The exceptionally hard winter and the inadequacy of the transport system have rendered the situation even more acute.
