Cables in the harbour have been broken, quays flooded, and cranes damaged. Ice nearer the German frontier, where 200 ships are held up, crushed a collier, which motor pumps are keeping afloat. Bitter weather, with a shortage of fuel and electricity rendered idle 400 ships, closed the schools, and restricted church services. There is two months’ fuel available. The loss of 33 colliers during the war and severe weather is hampering shipments.
