NATIONAL LOANS

HOLLAND AND BELGIUM (United Press Assn.—Eiec. Tel. Copyright) LONDON, Feb. 9 Holland proposes to raise a loan of £40,000,000 on terms similar to those adopted in the last war. If it is not subscribed voluntarily the Government will make lending compulsory. Interest on voluntary subscriptions will be at 4 per cent, but money raised compulsorily will bear interest at 3 per cent. Belgium is also raising a national loan. It is stated that this is needed because Belgian territory is still threatened and a strong army must be maintained.

The French Minister of Blocade, M. Georges Pernot, revealed that since the outbreak of the war the Germans have destroyed 319 neutral ships, of a toal tonnage of 1,144,957, amounting to 1.6 per cent of the world tonnage.
