LITVINOFF PLEDGES NOT FULLY DISCHARGED (United Press \s*n. —Elec. Tel. Copyright) (Received Feb. 9, 12 noon) WASHINGTON, Feb. 8 The Secretary of State, Mr Cordell Hull informed the Foreign Relations Committee that the continuance of relations with the Soviet “ are not wholly contingent ” on the fulfilment of M. Litvinoir’s pledges given preceding the recognition of the Soviet regime by the United States. Mr Hull cited several occasions when the State Department believed that Russia was not fully meeting such obligations, including the holding of the Comintern Congress in Moscow in 1935 and the arrests of American citizens.
