EXCHANGE OF LEGISLATION BRITONS AND FINNS ;omclal w:rn]e*s) (Received Feb. 9, 12.30 a.m.) RUGBY, Feb. 8 An exchange of messages has taken place between British and Finnish groups of the Inter-Parliamentary Union. The British message contained a heartfelt expression of profound sympathy in tiic tragic and unequal contest forced upon Finland. Replying the Finnish group stated that the British greeting was most encouraging to Finland in its fight for liberty and the preservation of Occidental civilisation and lawful organisation in North Europe.
