SHOTS EXCHANGED ON MONGOLIAN BORDER (United Press Assn.—Elec. Tel. Copyright) TOKIO, Feb. 7 The Japanese Army spokesman today revealed the fact that two exchanges of fire occurred recently between troops on the ManchukuoOuter Mongolia border. He alleged that there had been scores of “illegal” entries by Russians. The spokesman added that in spite of the optimism of the Foreign Minister, Mr Arita, the Army regarded a settlement of the border differences as difficult.
