“ POOR OLD GERMANY ” GENERAL HERTZOG’S SPEECH DESIRE FOR A REPUBLIC (United Press Assn.—Elec. Tel. Copyrl&bt) (Received Nov. 3, 1 p.m.) BLOEMFONTEIN, Nov. 2 General Hertzog, in a speech, said; “ The fact that South Africa has sold produce to England is no reason to enter the war on England’s side. Poor old Germany took £7,0000,000 worth of the Union’s goods last year. Why should we not be like the Swiss, maintain neutrality in a war beyond our boundaries, and sell our products io whomsoever took them.” The Free State Congress appointed General Hertzog its nominal leader. The constitution proclaims that the aims of the party are the attainment of a republic by constitutional means and ban further Jewish immigration. General Hertzog told the Congress that the allegation that Hitler was out for world domination was most infamous and lying propaganda
