NEW CENTRAL GOVERNMENT APPROVAL FROM JAPAN (United Press Assn.—Elec. Tel. Copyright) NEW YORK, Oct. 31 It is stated than Wang Ching-wei has received tentative approval from the Japanese military authorities to launch his new Central Chinese Government at the end of December, says the Shanghai correspondent of the United Press of America.

40 PEOPLE KILLED fUnited Press Assn.—Elec Tel. Copyrlrttt HONGKONG, Oct. 31 Disregarding the orders of naval patrols a launch towing junks entered a minefield at the entrance to Hongkong harbour and 40 people were killed, 11 being rescued.
