soviet-germpn pact TFRMS OF AGREEMENT LONDON, Aunust 23 The Russo-German pact was signed to-dav. Article 1 says the two contracting parties undertake to refrain from any act of force, any agqrcseivo act or any attacks against each ether, or in conjunction with other powers. Article 2 says that if one of the contracting Powers becomes an object of warlike action on the part of a third Power, then the other contracting Power will in newise support the third Power. Article 3 says to a t the Governments of the two conti actmj powers shall in future remain in consUtaiior with one another, tv. inform themselves of questions touching common interests. Article 4 says that neuher of the two contracting powers will join any other group of Powers which directly or indirectly is direciod against one of the two. Article 5 says that in the event of differences or conflicts arising bo,cen the two corTracling powers on questions of any kind the tv/o partners will solve the disputes and conflicts exclusively after a friendly exchange of views or, if necessary, after arbitration commissions. Article 6 says the agreement is for the duration of the decennium, with the stipulation that unless one of the partners give notice of the termination within one year before the expiration it will automatically be prolonged for a quinquennium. Article 7 says the present agreement shall be ratified in the shortest possible time. The ratification documents will be exchanged in Berlin. The treaty operates immediately after the signing.
