The two are closely connected as mutual cause and effect, and they can he outlawed by no other way than by international co-operative action. Our ideas as to the function of the State have altered radically and rapidly. Every Government has been forced to go into business. No State now dares to remain indifferent to the standard of life of its citizens and to their security of employment. Both of those are now coming to be regarded almost as statutory rights which it is the duty of the Government to ensure. Thus the success of every administration is being judged mainly by it= success in reducing unemployment -in restoring agriculture and industry to a profitable level.”—Dr. James A.
