OBLIGATIONS OF THE POWERS QUESTIONS IN PARLIAMENT (Official Wireless) (Received April 20, 1 p.m.) RUGBY, April 19 Mr Chamberlain was asked in the House of Commons by Mr G. Mander if in connection with the mutual aid arrangements with other countries it was proposed that obligations should be reciprocal and that the arrangements should be open to the adherence of all countries. The Prime Minister replied: “As I ' informed Mr C. R. Attlee yesterday, the Government is still in consulta- ■ tion with other interested Governments. and I am not yet in a position ) to add anything to my recent statej iiients.” i Mr Mander suggested that if it were : made clear that the arrangements 1 i were open to all countries willing to give guarantees and accept obligations , i that would go a long way to discount ; tlic German propaganda that these | purely defence arrangements con- ! stituted encirclement. Mr Chamberlain was understood to reply that he feared that those who had accepted propagandist allegations : of that kind would not be convinced : of their mistake by the theoretical i consideration which Mr Mander had 1 in mind.
