FRANCO S DENIAL OPEN TOWNS BOMBED REPUBLICANS INDICTED (United Press Assn.—Elec Tel. Copyright) (Received Dec. 14, 12.30 p.m.) LONDON, Dec. 13 General Franco has sent a note to Britain denying the Republican allegations of December 9, but admitting that military objectives were sometimes located in open towns. The bombings were carried out under the orders of the General Staff, disproving that foreign aviators had intervened. He asserted that the Republicans placed civilians near the objectives, In order to use the victims for propaganda purposes. He olaimed that the Republicans carried out 2091 raids on 373 open towns, resulting in 18,986 casualties. BELGIUM AND SPAIN SENATE APPROVES POLICY RESUME NORMAL RELATIONS (United Press Assn.—-Elec. Copyright) (Received Dec. 14, i p.m.) BRUSSELS, Dec. 13 A' The Senate passed a vote of confldence in Dr. Spaak’s Spanish policy. \ Dr. Spaak declared that he desired to resume normal relations with the Republicans. He adied that negotiations with General Franco were proceeding.
