REFORM IN UNITED STATES. PRESIDENT MAKES APPOINTMENT. United Press Assn.—Elec. Tel. Copyright. (Received Aug. 13, 11 a.m.) NEW YORK, Aug. 12. The President, Mr. Roosevelt, has named Senator Black to succeed Mr. Justice van Devanter. On May 18 the Judiciary Committee, by 10 votes to eight, decided to report unfavourably to the Senate on President Roosevelt's Judiciary Reform Bill. Mr. Justice van Devanter, a member of the so-called Conservative wing of the Supreme Court, announced his retirement as from June 2. It was considered significant that the Judiciary Committee’s vote closely followed Mr. Justice van Devanter’s announcement. Seven 'Democrats were among the majority. The two occurrences were considered virtually certain to defeat Mr. Roosevelt’s bill.
