It is expected that most representatives at to-imorrow’rs meeting of the Non-intervention Committee will be in a position to indicate on behalf of their Governments at least preliminary observations on the scheme. Members of the British Labour.Opposition hold that the withdrawal of foreign nationals should be completed before belligerent rights are accorded. In the House of Commons Major Attlee asked Mr Eden whether he would withdraw at to-morrow'-s meeting of the Non-Intervention Committee “this proposal for the recognition of General Franco until after the complete withdrawal of foreign nationals.” Mr Eden, in reply, reminded Major Attlee of the circumstances in which the British Government was entrusted with an international mandate to seek an agreement on a solution of the present difficulties, and said that there could be no question of any modification of the proposals, which the Committee itself had not yet considered. He was sure the House did not wish to jeopardise in advance the cause of international appeasement w’hich the proposals had been designed to further. Belligerent Rights. Major Attlee moved for a debate on the subject of ‘‘the declared intention of the Government to make to the Non-intervention Committee proposals which contemplate the granting of oelligerent rights to General Franco, and which do not make effective provision for a complete cessation of foreign intervention in Spain.” The Speaker asked if Major Attlee had the support of the House, and the Labour members rose in a body to signify their assent, whereupon leave was granted.

The French press comment on the British non-intervention proposals is decidedly mixed. Le Matin suggests that the plan, embodying as it does proposals from various countries, will satisfy none. Le Petit Parlsien regards the plan as clever and adds: “Mr. Eden and his experts worked well for the common good. Pertinax propheslses that the plan will have died a natural death within a few hours. Le Echo de Paris and l’Oeuvre see in the proposals a dexterity designed to prevent their rejection and compel ■discussion. IMPARTIALITY OF PLAN. The impartiality of the British plan for the control of Spain must make it diillcult for any Government to refuse to treat on I lie basis of the proposals, says I lie diplomatic correspondent of the Times.
