LABOUR LEGISLATION.
BRITISH FAGTORIES BILL. A QUALIFIED WELCOME. (Ofliciai \v'roiugJ RUGBY, Feb. 11. The Home Secretary, Sir John Simon, in the House of Commons to—day moved the second reading or the Factories Bill. The measure contains 152 clauses. in giving the Bill a qualified wel—come, Mr J. R. Clynes (Labour— Plotting, Manchester), said it had been his ambition as a “half timer" and factory boy to bring in a measure re\'ising the Factory Acts. Mr Clynes said that his last communication as Home Secretary to Mr Ramsay MacDonald. before the resignation of the latter‘s Labour Government or 1981, had been a request. for Parliamentary time for that purpose. The Bill was one for treatment in committee, when the Opposition, although it would have many amendments to propose. would try to be helpful. Sir John described the Bill as an effort to frame an imprm‘ed charter for the proteqtion of 7,000,000 men. women and young persons and for ‘the promotion of industrial eulciency ‘and prosperity.
