Waterside workers at Lyttelton refused to start work •on the overseas vessel Hertford to-day because they were not engaged as from 8 o’clock. The weather was squally just before eight and the ship’s agent did not enmeo for 8 o'dock. The weather cleared and the agent decided In engage the men for 8.15. but the men refused to start.
