NEGOTIATIONS FOR TREATY. DESIRE TO AVOID DELAY. (Official xvir.-ipss.) RUGBY, Feb. 19. Reports from Cairo slate that March 2 has been fixed as the opening date for the preliminary conversations between the British and Egyptian delegations in connection with the negotiations for a new Anglo-Egyptian treaty. It is understood llial after . ihe formal opening of the conversations there will be a short interval during the Bairam Festival, but there is every desire on the British side that there should be a minimum delay in proceeding with the conversations.
