The Times in a leader says there is not the slightest reason why the Powers that have been loyal to hear Covenant obligations should abandon sanctions. Nevertheless they, owe it to themselves, and above all to the League, to ensure that precautions precede action. Only an indication as to the extent to which members are prepared to co-operate in these precautions will enable judgment as to the league’s future action.”
