NAVAL CONFERENCE

A FRIENDLY ATMOSPHERE. ANGLO-JAPANESE PROPOSALS DISCUSSED FROM ALL ANGLES. (Official Wireless.) (Received Dec. 21, 1.15 p.m.) RUGBY, Dec. 20. In addition to the preliminary sesseslon of the Naval Conference on December 9, and, one meeting of the heads of delegations, there have been seven meetings ol‘ thp first committee to date. The meetings, which have been conducted In the most friendly atmosphere, have so far been devoted to the consideration of the question of a system of quantitative limitation of naval armaments. The proposals which have been examined up to the present are: (1) The Japanese suggestion for the establishment of a common upper limit, and (2) the United Kingdom’s scheme for limitations by. means of unilateral and voluntary declaration of future nava4 construction over a period of years. These two proposals have 'been examined from every aspect, with great attention. It has been considered that the best method of approach to the problem confronting the conference is a preliminary review of possible solutions, with the object of determining from such analysis the possibility of an agreed scheme.

While therefore the discussions have indicated a general feeling that some form of quantitative limitation would he of great value, no final decision as to the principles underlying the alternative methods under examination, has yet been reached. The Committee will meet again on January 6.
