(Received Dec. 18, 11 a.m.) LONDON, Dec. 171 While it is reported that the Japanese objection to the presence of Dominion representatives created illfeeling at the Naval Conference, Viscount Monsell, First Lord of the Admiralty, having to intervene to prevent a scene between Professor Nagano and Mr Te Water (South Africa) the Australian Associated Press is authoratively informed that the Japanese tentatively raised the question of the precise role of the Dominion representatives at the conference, in view of the fact that for Empire purposes of negotiation it is regarded as one unit. Mr Norman Davies pointed out that it was outside the scope of the conference to examine the constitutional relationships of Britain and the Dominions, upon which the question dissolved in an atmosphere of hilarity. It is understood that the Japanese do not intend to raise it again. It may, however, occasion a reversion to the 1930 system of one Dominion attending on behalf of all at certain meetings, at which it is desired to reduce the numbers in order to expedite the business. > A preliminary discussion ensued, in which tlm various delegations requested clarification of the United Kingdom’s proposal.
