REFUSED BY ABYSSINIA. SUGGESTED CONCESSIONS TO ITALY. STORIES OF BOMBING ATROCITIES DENIED. (United Press Assn.—Eleo. Tel. Copyright.) (Received Dec. 14, 11.30 a.m.) GENEVA* Dec. 13. Ethiopia has telegraphed to the League of Nations that the proposals are not acceptable. It suggests that the question be submitted to the Assembly of the League. The Italian reply, to the Abyssinian protest regarding the bombing at Dessie denies that buildings bearing the Red Cross ■were touched, and protests against Abyssinia abusing the emblem. A message from Paris states that the peace proposals published largely confirm the forecasts. They are:— Eastern Tigre to be ceded to Italy. Abyssinia to retain the South Aussa territory, which is necessary to give an outlet to the sea, preferably at Assab. The rectification of the Ogaden frontier, presumably giving Italy a large slice as far as Warandab, thence up towards the frontier of British Somaliland.
