The Parliamentary correspondent of the Times says the House of Commons will discuss the peace proposals piohably on December 19, although a decision will not be taken until some indication 3s given of Geneva’s reception of the terms. It, is expected that, in view of the Opposition’s present temper the debate will be on a vote of censure, which, however, will rally all members of the Government, despite their own anxieties and resentments. The Liberals tabled a motion 'condemning the settlement as violating Abyssinia’s territorial integrity and political and economic independence in favour of a declared aggressor, describing such settlement as “a betrayal of the. League and an act of national dishonour.’’ Meanwhile the Government’s 'Supporters are- hoping that the debate will dissipate the fog surrounding the Hoare—Laval conversations, as members are receiving numerous protests from their 'Constituents concerning them.

According to press telegrams it is thought in Geneva that two courses will be open to the Council of the League of Nations when Italian and Ethiopian views on the Paris, proposals have been received. The suggested alternatives are: —

(1) If both parties find them unacceptable the proposals should be dropped: (2) If they are not accepted in their present form by either party they should be revised and resubmitted. Co-ordination Measures. Mr Stanley Baldwin, Prime Minister, states that the co-ordination measures to be taken under Article XVI. of the Covenant In connection with the dispute between Italy and Ethiopia are undertaken by a committee composed of all members of the League except Italy and Ethiopia. All members of this Committee have concurred in the application of the measures so far decided upon, with the exception of Austria, Hungary, Albania and Paraguay. The Governments of the first three of these countries have stated that they are unable to participate in the measures in question, while the Paraguayan Government has stated that it does not deem it desirable for the present to consider the resolution concerning it.
