TRIBUTE TO ADMINISTRATOR. - SIR HERBERT HART’S WORK. (By Teleg-rapn.—Press Association.) WELLINGTON, Tuesday. The aeting-Premier, Sir Alfred Ransom, stated to-day, in connection with the return of Sir Herbert Hart from Samoa, that his control of the territory had coincided with a period of intense economic depression, which had been especially severe in its effect upon the value of tropical products. It was largely due to ills prudent administration that the territory had been able to maintain .its financial .equilibrium and show a balanced Budget. While the utmost economy had been exercised, Sir Herbert had taken all possible care to ensure that the functions of the Administration had been carried on with complete efficiency. Ilis period as Administrator had been marked by a progressive diminution of political unrest and he left the territory in a satisfactory condition, both economically and politically. The Government desired to take the opportunity of publicly expressing its! appreciation of the value of his services.
