"So far, Italy has found nothing better than a drunken brawl between the native employees of a commercial agency and the local police, which was misrepresented as a grave international incident.

“ Recognising that her military preparations are unjustifiable, morally or judicially, Italy seeks to justify her refusal to execute her international engagements by denouncing us as savages, yet she herself is resorting to the most savage method of all," added the Emperor. “ She is also seeking to create dissension among our race’s religions, which were never more united.

“We definitely announce that we will not accept a solution which Involves an Italian or any other protectorate.

The mandate issue is between a small nation whose attitude is pacific but who is resolved, to defend her territorial integrity and political independence—which the members of the League undertook to safeguard—and a great nation which avows a preference for glorious war and cynically urges the necessity for expansion.”
