AMENDMENTS ULTRA VIRES. OPINION OF CHIEF JUSTICE. United Press Assn.—Elec. Tel. Copyright. , LONDON, Dec. 20. The Chief Juslicc of the Irish Free State, Mr Justice Kennedy, whose judgment was overruled by two other members of the Appeal Court, held yesterday that all amendments of ihe Free Slate Constifulio'n since 1930 were null and void, because they bad never been submitted to the people. Parliament, the Chief Justice declared, had not the right to amend the ‘Constitution. In his view, consequently, tile removal of the oath of allegiance to the King and the abolition of the right of appeal to tho Privy Council were invalid acts of the Parliament.
