Travelling via Paris, I did not meet a single prominent Frenchman who was not In favour of the Saar’s immediate transfer to Germany. “Theorists are preaching that a prolongation of the present conditions will imperil the peace of Europe, and that -the international toccupaton should be limited -to the minimum necessary for the plebiscite, as a majority for Germany Is a -foregone -conclusion.”
