The former Foreign Minister, M. Jevtic, was endeavouring all day yesterday to form a Cabinet on a broad national basis.

Most of the political leaders, however, declineu to negotiate with him except on the basis of the restoration of the old Parliamentary constitution, freedom of the press, free speech and the holding of elections in the spring. There is practically no prospect of these demands being granted immediately. Therefore, it is believed that M. Jevtic will succeed only in forming a provisional Cabinet.
