CLEAR MANDATE TO PROCEED. ATTITUDE OF LABOURITES. (Official Wireless.! (Received Dec. 20, 1.45 p.m.) RUGBY, Dec. 19. With the acceptance by the House of Lords of the Government’s policy on the new constitution for India, the way now Is clear for the introduction of the Government’s Indian Bill by Sir Samuel Hoare, Secretary of State for India. One peculiarity of the voting was that, in the House of Commons the members of the Labour Party were included in the minority of 127, whereas in the House of Lords the Labour Peers abstained from voting.

Regarding the Labour Party’s attitude the Times remarks that there is no reason to suppose they will' obstruct - the reforms, and recalls the speeches by Labour members, including Major C. R.
