18. LITVINOFF. of the Covenant is to be undertaken in order to harmonise it with the BBriand-Kellogg Pacts, and banish warfare. He adds that the Soviet is of opinion that the submission of disputes to arbitration or judicial settlement under Articles XII. and XIII., of the Covenant should not be applicable to questions arising before Russia’s entry into the League.
