The administration and agriculture circles are considerably surprised-at reports here from New York that the French agency will endeavour to purchase 3;000,000 bales of American cotton for “ French interests.” There is no indication as to what price or on what terms the agency expects to make the transaction. It is pointed out here that such a quantity represents approximately a quarter of the current production and would have an incalculable effect on the domestic surplus price levels.
