Mr W. Runciman was unable 10 be present. No decision has yet been taken regarding payment or non payment. Tne effect of the note upon American opinion will be first ascertained. The intentions of the Government are being communicated to the Leaders of the Opposition, namely Mr Geo. Lansb'iiry and Sir Herbert Samuel, ns the situation is regarded as of great delicacy and continuity of policy is essential if possible. ATTITUDE OF FRANCE WILL FOLLOW BRITAIN. It seems increasingly probable that France’s decision will depend on Britain’s and that she will refuse to pay if Britain refuses. The Quai d’Orsay is maintaining close touch with Whitehall. France’s difficulty lies not in the manner of transfer but in finding the money with the Budget deficit already heavy. .
