GERMANY’S NEW ORDER.
RUTHLESSNESS CONTINUES. APPEAL AGAINST DICTATORSHIP. INJUNCTION APPLIED FOR. United Press Assn.—Elec. Tel. Copyright. BERLIN, July 23. The policy of ruthlessness continues. Fresh dismissals of prominent officials include the remaining members of the Prussian Cabinet, certain Government officials, four provincial Governors, six Vice-Governors and 10 Chiefs of Police. In many Instances force was necessary to effect the removal of officials. General Rundstedt has cancelled all furlough of the Berlin police. He ordered the arrest of the Reichbanner leaders, Major Anker and Robert Breur, on a charge of slandering the Reioh Government at an Iron Front meeting. Major Anker fled to Darmstadt,, which is outside General Runstedt’s jurisdiction, but Breur has been imprisoned. The calm at present prevailing leads to hopes of the first bloodless weekend for a long time. Interest now has shifted to Leipzig, where the Supreme Court has begun the hearing of the appeal of tho Government of Prussia against the Dictatorship. The petition is for a provisional injunction. The Court is asked to declare firstly whether Herr von Papen may or may not call himself Premier or a member of the Government; secondly whether he may or may not refuse to acknowledge Ministers; thirdly that neither he nor his representative may represent Prussia without the Government’s consent; fourthly whether Herr von Papen may or may not dismiss or appoint officials. It, is also argued that the Dictatorship Is illegal, unconstitutional and unjustifiable, as neither order nor security was endangered. The Court’s decision Is expected on the Injunction on Monday hut its verdict on the constitutional aspect may not be announced for weeks or months. Iterr von Papen met the Premiers of the States at Stuttgart and announced that the election will be held on July 31, He said he hoped to raise the state of emergency in Berlin within a few days. The Chancellor declared that the Belch did not desire to infringe the rights of the States. It had no intention of extending the Dictatorship If peace prevailed. Colonel Iloimansberg, chief commandant of the Berlin police, and two olhors wore arrested in hod for disobeying the emergency decree. Subsequently Colonel Iloimansberg was released without explanation. Only a few minor election campaign incidents enlivened the night.
